Revised faq is posted

I've just posted a revised, but still incomplete faq to the website at:

        http://www.openvotingconsortium.org

I've received input from may people - and I hope to continue to receive
input.

There is still much to do, and I am sure that I have introduced more than
my share of errors, prejudices, and misconceptions that will need to be
detected and corrected.

There remain many questions that have "TBD" as answers - If you have
answers, please send 'em to me. (Or rub my nose in the phpMyFaq materials
that contain such answers. ;-)
