YES!!!
in some counties in NM provisional ballots have virtually no useful security. In principle they do in practice they go into an umarked paper envelope what many people have access to and is hand carried to the county. Iver talked to people who were the carriers of these and they were appalled to be trusted so completely. Having the contents capured electroinically would be an immense improvement.
