Of course, anyone who doesn't plan on writing or designing software
should feel free to offer to review. Richard is right in the copyright
sense. And OVC might want to have some sort of vetting process where
they ask contributors what they've seen in the past in what capacity
(and possibly assign copyright to the OVC). -Joe
