Has the OVC adopted a basline critera for legislation ?

As a foundation, I'd like to get my hands around "the" OVC criteria.

Is it VVPAT ?
Really, Is there a place within OVC, or endorsed by OVC, for legislators /
elections officials
to be able to read the key issues ( VVPAT, Sunshine, KISS, ??? ), and how
they are addressed ?
That we can then use as decision citeria for evaluating options ?
