Let's be clear about what we mean by "disclosure." Disclosure in our bill
AB 2097 (and any future bill about technology disclosure) meant full public
disclosure -- free to download and free to test with and report results of
tests. Others use "disclosure" of source code in a much more limited way --
sometimes so limited that it's practically useless.
