modified federal election integrity legislative proposals - item dropped

In response to learning that:

"the TGDC is unlikly to continue to exist beyond the July 2007 target
date, when we turn over our next revision of the guidelines to the EAC
for approval. The membership of the TGDC isn't expected to change in
the next few months, so any recommendations in that regard will almost
certainly have no impact..."

I have dropped completely item #11 from our recommendations for
federal legislation to improve election integrity - although it might
become pertinant again if a new TGDC is formed.

Here are the revised proposals which nicely fit on one page now (not
including detailed comments):
