Voting multiple times is a built-in problem having to do with registration and sign-in at the polling place, a control on voting. Absent a good registration system, there is absolutely no limit on internet voting, which is pretty much CNN poll quality stuff. That is, the poll rewards those who vote early and often.
Any unique ID, of course, could be used to make sure you vote only once in an internet poll. One such code would be the state of your driver's license+your driver's license number. That assumes that you buy into the driver's license ID thing.
But, without secure and unique ID, there is no way to do the internet voting process right. Only a signature comparison to a registered person allows most polling places to control voting, and even absentee ballot envelopes should include a signature on outer envelopes for that purpose.
So much for internet voting...and, of course, there can be NO meaningful recount.

This letter is not meant to be an endorsement of a particular party or organization. I thought you might be interested in knowing that Move On is conducting an Internet voting process to see if they can endorse a particular Democratic Candidate if one of them gets a 2/3rds majority. Clicking on the link with a long string like this at the end, ?id=12118-5645680-XbbRnh&t=560 in an email takes you to a web page where you make your choice, have an option to make a comment and decide whether or not to share your comment. I’ve changed parts of the link for obvious privacy reasons. Move On then asks you for your phone number for a random audit process. Once you click on vote, you are immediately taken to a web site soliciting a donation. I exited the donation page. Then I returned to the email, clicked on the link and was apparently able to vote again! It may be that my vote was only registered once, but who can tell? So much for the current state of
Internet voting.
