Voting multiple times is a built-in problem having to do with registration and sign-in at the polling place, a control on voting. Absent a good registration system, there is absolutely no limit on internet voting, which is pretty much CNN poll quality stuff. That is, the poll rewards those who vote early and often.

Any unique ID, of course, could be used to make sure you vote only once in an internet poll. One such code would be the state of your driver's license+your driver's license number. That assumes that you buy into the driver's license ID thing.

But, without secure and unique ID, there is no way to do the internet voting process right. Only a signature comparison to a registered person allows most polling places to control voting, and even absentee ballot envelopes should include a signature on outer envelopes for that purpose.

So much for internet voting...and, of course, there can be NO meaningful recount.
