Starting to work on vote tabulation

Hi Everyone,

I am a Graduate Student at the DePaul University Chicago. I am working on the project to make a vote tabulation system. I have written a small STAX based parser for parsing EML 440 files and generate EML 510 out of if. Now I'll be making a more comprehensive system with all the details involved in the vote tallying process.

I was wondering how should I start doing the same. I would appreciate if you guys could point me to some documentation for the details required to be included while designing the tabulation system.
