VVSG Standards for Electronic Ballot Printers

While the concept of Electronic Ballot Printers (EBPs) is mentioned
in the VVSG, standards for them are somewhat lacking. Without
standards, it is hard to get them tested and certified. So let's
start a discussion here about what should be the general (not OVC
specific) VVSG standards for EBPs. A good place to find the current
VVSG draft is http://www.vvsg.org
