Hi Kathy,

I realize this is not a direct answer to your question, but when speaking with these people in Utah, would you like to bring up the idea of the Targeted Audit Recount (TAR) as an alternative to random recounts? The Targeted Audit Recount strategy are like the random recount strategy, except that it has lower numbers of precincts, the precinct selection is made by the stake-holders with the losing candidates' getting the lion's share, and there's an optional mailing to ensure the voters exist.
