Revised UT Best Practices Doc

Here is the Utah version of Charlie's NM VerifiedVoting Best Practices doc

I added a mention of the Open Voting Consortium, added a couple of names
to the list of good voting system experts to consider, and added one name
of peopld to avoid (because Utah's outgoing election director had been
considering him.)
