I have reason to believe Karl is right, because Microsoft has long
made available the source code to Windows CE to developers under NDA
(Non-Disclosure Agreement). At least it was the case under several
earlier version of Windows CE (4.x and 5.x).
Karl, I suggest you inquire about the Windows CE developers kit and
get a copy of the license agreement.
