scenario- Namely San Francisco waiting for the hand count plan while
evaluating their options- The hand counters should make their case right
here right now and focus for SF-

I have a sample ballot from the November 2004 Presidential Election
(for Daly City) in my files. This ballot has the following contests:

President/Vice President
Senator
Congressman
State Assemblyman
County School Board (3 separate races)
City Council (vote for no more than two)
City Treasurer
County Harbor District (vote for no more than three)
State Propositions (16 separate yes/no questions)
County Measures (5 separate yes/no questions)
City Measures (2 separate yes/no questions)

That's 8 regular races, 2 multi-candidate races, and 23 yes/no
propositions and measures.

And that's typical for an even year primary or general election.

I was Precinct Inspector in the November 2006 election where 501
ballots were cast at our polling place (not counting vote-by-mail
envelopes deposited with us).

New Hampshire consists mainly of small towns. How would you
hand-count the one million or so votes in the City of Los Angeles or
the well over one million votes in the City of New York? Would you
use computers to record and sum up the totals from each precinct? Or
would you do that on an abacus?
