Summary of election characteristics

I think that a good way to conduct an election that most people would
consider trustworthy would have these characteristics:

1. Voter marked paper ballot for most voters.

2. Ballot marking or printing device for voters with disabilities.

3. Precinct scanner to check for over/under vote.

4. Hand count for some precincts as verification.

5. Open source software running on off-the-shelf systems.

Some things about which there is a variation of opinions:

6. Electronic records of data from scanned precinct ballots is sent
for central tabulation, keeping paper ballots as a cross-check.
The alternative is to scan the ballots at a central scanner and use
that count, keeping the precinct electronic records as cross-check.

7. Some prefer hand count in precincts for elections without instant
runoff voting.

8. Hand counting for entire elections without instant runoff voting.

Does this express the consensus of this group?
