|The main point: it doesn't matter how it happened. We need to stick with

Ok, assuming the directory brp/disk/ was meant to store data as it might
occur on a voting station, the prefix for filenames SHOULD BE 'v-',
*NOT* 'b-'. That was the assumption that I was asking for clarification
on. That's what random_ballots.py generates. I had not known that the
contents of brp/disk/ were generated with random_ballots.py (as opposed
to being actual cast votes), but that is consistent.
At least this is what is described at:
http://gnosis.python-hosting.com/cgi-bin/wiki.cgi?BallotReconciliation
The idea that the brp/disk/ directory represents data that might be
produced by a voting station is reinforced by the presence of postscript
images in that same directory.
random_ballots.py does NOT attempt to simulate the results of a barcode
scan. I suppose it could. But presumably those files are better
generated by actually scanning barcodes, and calling the
evm2003.utils.convert.digits2votes() function.
However, I do see that the Wiki describes the fact that the v- files
should live in a subdirectory called /votingmachinedata/. So that
answers one question I had. The Wiki does not seem to explicitly
prohibit (nor require) other directories and information from being
stored to the CD. So I think it would be convenient to stick the
postscript files in a directory like /ps-ballots/. This would let a
tester print out a set of matching printed ballots easily, as long as
they had the voting station CD (or its ISO).
Yours, David...
