[OVC-demo-team] Improvements to random_ballots

I updated random_ballots.py, and uploaded it to Sourceforge CVS. The
script will now omit the superfluous machine serial# from filenames,
and will also optionally generate matching postscript files.

I also added some self-test code to PaperBallot.py (you can generate PS
at the command line), a utility function xml2ps(), and refactored
slightly to use a neater 'import' statement to get the postscript
template.

All this should make it easier to generate test ISOs to simulate voting
station output for BRP (or for BVA, for that matter).
