Yes, I just use the barcode builtin compact support for
digits-only strings.

I have now made a postscript version of the printed ballot:

and also converted it to PDF:

It is made so that it is very easy to modify font sizes, margins,
etc. The bar code should read 083076749736557242056487941267521536
(=2**116) if you have equipment to scan it.

It should be easy to write a Python program that fills in the
proper text on the ballot. I can give it a shot, but I have to
learn Python first...

That's nice. Myself, I like to be able to do simple calculations
like this in my head: If it rains one millimeter then we get one
litre of water per square metre. How many gallons of water do you
get per square foot from one inch of rain? ;-)
