I asked Doug Jones about this and he said check with OASIS. I did a little
research and found some interesting information. OASIS is trying to develop
some standards with XML for e-voting that may be relevant to our project. Our
system is a hybrid so a lot of stuff they have isn't applicable or is
missing...
